libgfortran-5-dev software package provides Runtime library for GNU Fortran applications (development files), you can install in your Ubuntu 16.10 (Yakkety Yak) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libgfortran-5-dev
libgfortran-5-dev is installed in your system.
Make ensure the libgfortran-5-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libgfortran-5-dev *
You will get with libgfortran-5-dev package name, version, architecture and description in a table
